@ stephtoa make sure you are using a locale emulator or your region is set to Japan. Is there a cancel option with said error? There is another game I had that gave me that error and all that had to be done was hit a cancel button.

This is shit game ISO image file size is 4.4gb but folder game size is only 600mb its have dummy file in ISO file
@stephtao you need to install Windows Japanese Language Pack from Windows Update and change Windows to Japanese Pack

Hey guys I am back! The thing that got it to work was downloading the NoRegion Loader. I tried all of the other solutions like having my region and time set to Japanese. I did not try the installing the Japanese pack so that might work for next time.
